Avrupa Birliği’nin Tunus’a Yönelik Demokrasi Teşviki Politikalarının Değerlendirilmesi

Öz
Bu makale, Avrupa Birliği’nin (AB) Tunus’ta demokrasi teşvikini ele alarak, Yasemin Devrimi öncesi ve sonrası politikalarının evrimini incelemektedir. Çalışmanın amacı, AB’nin Güney komşularındaki güvenlik ortamı dikkate alındığında, Tunus’ta demokrasiyi teşvik etmek için geliştirdiği kurumsal politikalarını ve stratejilerini analiz etmektir. Bu kapsamda, AB’nin Akdeniz’deki Güney komşularında demokrasi teşvikine yönelik geliştirdiği politika belgeleri ile Tunus ile ikili ilişkilerinin kurumsal çerçevesini oluşturan belgelerden yararlanılmaktadır. Bulgular, Yasemin Devrimi öncesinde AB politikalarının ağırlıklı olarak Tunus’un AB pazarına entegrasyonuna vurgu yaparak istikrar odaklı olduğunu göstermektedir. Ancak, devrim sonrası dönemde, AB politikalarında Tunus’ta demokrasiye geçişi desteklemeye yönelik bir kayma olmuştur. AB, Tunus’un demokratik kurumlarını güçlendirmek için finansal yardımlarını arttırmıştır. Yine de, 2015 sonrası dönemde, terörizm, düzensiz göç ve jeopolitik gerilimlerden kaynaklanan ve devam eden riskler nedeniyle bölgedeki istikrarı önceliklendirmeye yönelik belirgin bir kayma olmuştur. Sonuç, AB’nin Tunus’un demokratikleşmesi üzerindeki etkisinin, AB’nin yeterli düzeyde bağlılığının olmaması ve demokrasiyi teşvik etme ile bölgesel istikrarı sağlama arasındaki karmaşık etkileşim nedeniyle belirsiz kaldığını vurgulamaktadır.
